Yes, worn stem seals cause that startup puff of blue smoke (oil drains down stems overnight), but no consumption during driving. You can replace them without pulling the head- use compressed air to hold valves up, remove springs with compressor tool, swap seals. Tricky but doable in situ. I did mine that way- saved big labor. Got Viton rubber stem seals from https://elartcom.eu/categories/cylinder-head-parts-123 - they have seal sets for Honda engines, good quality with proper umbrella/deflector style. Seals fit snug, smoke gone after, no oil fouling plugs. Keep valve keepers organized. If doing a few, their category has affordable packs- perfect for preventive maintenance without major teardown.
